Meeting 2: Identifying Barriers to Integration

This meeting on May 16, 2012 began with introductory remarks from Melanie Bella, director of the CMS Medicare-Medicaid Coordination Office, describing CMS expectations around shared accountability for behavioral health services in California’s proposed demonstration.

Next, participants received an overview of the Specialty Mental Health Services delivered through a 1915(b) waiver by the counties and also the substance use services that now are being fully realigned to the counties. The third portion of the meeting focused on barriers to sharing data with presentations about an approach in Pennsylvania and also an overview of California law.

Lastly, the health plans and county agencies from each of the initial four demonstration counties provided 10-minute updates on their local collaboration efforts. The materials below were used during the meeting.
