MLTSS Notices Released for Stakeholder Comment

The Department of Health Care Services (DHCS) is releasing two managed long term services and supports (MLTSS) notices for stakeholder comment:

  • DRAFT 90 day notice: The purpose of this notification is to inform current fee-for-service dual eligible beneficiaries, who are not eligible to enroll into a Cal MediConnect plan, that they are being enrolled into a Medi-Cal managed care plan for their Medi-Cal benefits. This will be the first of three notices sent to these beneficiaries.
  • DRAFT 45 day notice: The purpose of this notification is to inform all current Medi-Cal Plan enrollees (full duals, partial duals, and SPDs) who are not eligible to enroll into a Cal MediConnect plan how their LTSS benefits will be provided under their Medi-Cal plan.

The goal of these materials is to ensure beneficiaries understand their choices.

Background

Full duals who are not eligible to enroll in the demonstration and who are currently in Medi-Cal FFS or other Medicare Advantage plans can enroll into a MLTSS plan starting April 2014. These beneficiaries will receive 90, 60, and 30 day notices about the program.

Beneficiaries who are not eligible to enroll in Cal MediConnect (full duals, partial duals or SPDs) and who are in Medi-Cal managed care, will receive a notice describing the MLTSS benefit 45 days prior to the commencement of the benefit. This is a standard DHCS approach when new benefits are added to managed care plans.

When the content is finalized, the notice will undergo a final literacy review to ensure it is written at no more than a sixth-grade reading level. All the materials will be translated into the required Medi-Cal threshold languages, and will be available in accessible formats.
