New Federal Funding for Enhanced Options Counseling Programs

ADRC options counseling chartThe U.S. Department of Health and Human Services has announced a new $25 million funding opportunity to help states strengthen and expand their Aging and Disability Resource Center (ADRC) infrastructures and help seniors and people with disabilities access home and community-based long-term services and supports.

HHS said it would pick eight states to accelerate the development of ADRC services by becoming national models. Nearly every other state will also receive funding over the next three years.

There are multiple funding tracks, and they prioritize options counseling for older adults and people with disabilities, especially to support new demonstrations programs such as the Medicare-Medicaid financial alignment models.

According to the 161-page grant application, “A high performing ADRC Options Counseling Program is designed specifically to help individuals and their family caregivers access the right services at the right time in the right setting. … States will use their ADRC Options Counseling Programs as a key tool for rebalancing their LTSS systems and for making their systems more person-centered, more efficient, and more supportive of community living.”
